According to the Institute of Educational Policy, the program aims to foster responsible, active, and democratic citizens. Rather than teaching a specific faith, the curriculum emphasizes critical thinking, argumentation, dialogue, empathy, justice, and respect for diversity, helping students evaluate different perspectives through reflection and debate.

As the curriculum is implemented, academic commentary has raised questions regarding the pedagogical structure of the school system. Critics have noted a distinction between the scientific method used in subjects like biology and the metaphysical claims presented in religious education. They suggest that schools must clearly differentiate between teaching religious traditions as knowledge and presenting metaphysical claims as absolute truths.
