Greek government legislative and social policy measures

Overview

The Greek Parliament has passed several measures addressing economic relief, migration, and judicial reform. These include the Alternative Dispute Resolution Code, intended to modernize settlement methods like mediation to reduce judicial burdens, and amendments providing fuel subsidies for heating oil, diesel, and unleaded gasoline.

Additionally, the government approved measures to expedite the establishment of a temporary migrant hosting facility in Heraklion, Crete, in response to increased migratory flows.

Furthering social and energy policy, the government launched a 500 million euro ‘Home Renovation’ program co-funded under the 2021-2027 NSRF. The initiative provides subsidies between 70% and 95% to improve energy efficiency in older buildings, with a maximum coverage of 36,000 euros for technical works and up to 2,500 euros for advisory services. While the program prioritizes vacant properties—which are allocated 200 million euros of the total fund—and low-income households, implementation has faced challenges. Approximately 94,000 eligibility certificates have been issued, but only about 15% pertain to vacant homes, while 80,000 relate to occupied residences. Technical issues, specifically data mismatches between the Independent Authority for Public Revenue and the Hellenic Electricity Distribution Network Operator, have reportedly caused some applicants to be excluded due to incorrect data mapping.
