Greek student population decline

Greece is facing a deepening demographic crisis characterized by a significant decline in the student population. Over a three-year period, the number of students decreased by approximately 21,000, with the most acute impacts observed in kindergartens and primary schools.

This contraction has resulted in the closure of roughly 100 primary educational units. For the 2026-2027 school year, the Ministry of Education planned to abolish 75 units, including 43 kindergartens and 32 primary schools. While closures are most prevalent in regions such as Thessaly, the Peloponnese, and Central Greece, the decline is increasingly affecting larger urban centers and secondary education.

New data from the Hellenic Statistical Authority (ELSTAT) provides further detail on this contraction. Between the 2014-2015 and 2023-2024 school years, the total number of children in kindergartens and primary schools fell from 799,801 to 729,859, an 8.7% decrease. Primary school enrollment specifically dropped from 639,600 to 561,890, representing a 12.1% decline. These figures reinforce the observation that approximately 30,000 fewer children have started first grade over the last decade.

This trend is attributed to declining birth rates, the long-term effects of the 2009-2019 economic crisis, and the migration of families and young people abroad. While the shrinking population presents challenges for school maintenance and staffing, some analysts suggest the trend could offer an opportunity to improve educational quality by reducing class sizes to approximately 20 students per classroom.

In response, Education Minister Sofia Zacharaki has stated that the state remains committed to providing free education, emphasizing that schools will remain open even in areas with very few students to ensure proximity to residents.
