Heavy rainfall and rising river levels have caused severe flooding and dike breaches in Hanoi, particularly affecting the Bui and Day Rivers. In the Xuan Mai commune, water levels reached 7.64 meters, submerging approximately 6.1 km of dikes and affecting roughly 1,659 households. In Tran Phu commune, water levels at the Yen Duyet station reached 7.88 meters, surpassing Alarm Level 3 by 0.88 meters. This flooding has caused significant agricultural damage, including losses to rice, vegetable, fruit, and aquaculture sectors.

As flooding persisted, the impact expanded to infrastructure and transportation. In the Chương Mỹ district, rising levels in the Day River led to severe congestion on National Highway 6, as safety restrictions were imposed on the Đại Thành, 72, and Tân Phú bridges.

In Tran Phú, flooding has lasted for five days, with water depths reaching up to 2 meters on some roads. This has forced residents to rely on boats for transportation, creating makeshift “boat docks” to access food and essential supplies. While authorities have prioritized the evacuation of vulnerable groups, including children and the elderly, many residents have remained in submerged areas to guard their property.
