The plan also includes facilitated pathways for oncology patients and those with rare diseases.

New prescription rules require doctors to specify the diagnostic reason and distinguish between first-time and follow-up access. Urgent prescriptions now have specific expiration dates: 5 days for code U and 15 days for code B.

The initiative has faced criticism from the Fratelli d'Italia (FdI) group. Representatives, including Paolo Pagliaro, argue that the plan utilizes “accounting tricks” to reduce lists by allowing urgent prescriptions to expire rather than addressing underlying service shortages. They further claim the regulations increase bureaucracy for family doctors without effectively meeting patient needs.

To strengthen territorial assistance, the Ministry of Health has authorized the activation of the 116117 Harmonized European Number in Puglia, providing 24/7 non-urgent medical assistance to complement existing emergency services.
