Hellenic Cadastre procedural and digital updates
Overview
The Hellenic Cadastre is introducing significant procedural changes regarding property ownership and geometric data management in Greece.
Starting September 16, 2026, a new process for individuals claiming ownership of properties registered under ‘unknown owner’ status through extraordinary prescription will begin. This method requires mandatory cadastral mediation, where claimants must provide at least two forms of supporting evidence, such as utility bills (DEH, OTE, water), rental agreements, tax declarations (E9), or building permits dating back at least 20 years. Following data submission, a 30-day period is required before a mandatory hearing is convened. If the Greek State is a defendant, its participation is mandatory.
On September 18, 2026, the Cadastre launched the ‘metavoles’ digital platform. This system allows property owners, authorized persons, or engineers to electronically submit applications, objections, and appeals to correct property boundaries, areas, and geometric data. The platform aims to reduce bureaucracy by allowing users to access services via Taxisnet credentials, replacing previous manual correction procedures. The digital transition facilitates the submission of geometric change diagrams and required documentation, with decisions issued electronically in PDF format via electronic signatures.
The ‘metavoles’ platform specifically enables individuals and legal entities to request updates to property shape, total area, and precise geographic location. To ensure legal protection, the system includes real-time application tracking and an automatic notification mechanism to alert neighboring property owners if a requested change affects their land. It also integrates a digital mechanism for the submission of formal objections.
