Hungarian financial corruption and asset management probes

Overview

Investigations are ongoing into financial mismanagement and corruption involving the Hungarian National Bank (MNB) and the PADME Foundation. The probe focuses on a controversial securities loan transaction from February 2025 involving Optima Befektetési Zrt., which attempted to transfer ownership of assets managed by the PADME Foundation to a private equity fund. The State Audit Office (ÁSZ) previously reported that opaque investment structures linked to these entities resulted in losses of approximately 150 billion HUF.

In response to these developments, the MNB has provided prosecutors with new documentation regarding the transaction. While former Budapest chief prosecutor Ihász Sándor has called for the immediate freezing of assets to prevent further loss, ÁSZ chairman László Windisch has maintained that investigations into the MNB and the National Cultural Fund are proceeding without political interference.

Concurrently, the National Tax and Customs Administration (NAV) is expanding its oversight by implementing a new regime to inspect trust-asset structures starting in August 2026. This initiative aims to scrutinize whether such arrangements serve genuine purposes or are used primarily for tax advantages.
