Ibero-American judicial digital transformation

Overview

Efforts to integrate digital technologies into judicial systems have gained momentum through regional forums and summits. In late September, the DATAfórum Justicia 2026 was announced for A Coruña, Spain, focusing on the digitalization of judicial services, cybersecurity, and the social impact of new technologies. The event, scheduled for October 21 to 23 at the PALEXCO center, includes specialized activities such as a PROMPTathon for generative AI applications, a DATAthon addressing neurodivergence and disability, and simulated trials for students.

By mid-October, the focus expanded to a broader Ibero-American context during the XXIII Ibero-American Judicial Summit workshops hosted by the Superior Tribunal de Justiça in Brazil. Approximately 40 representatives from supreme courts and judicial councils met to discuss the integration of artificial intelligence, focusing on intelligent jurisprudence platforms, assisted writing, governance, ethics, and the risks of digital bias. Minister Luis Felipe Salomão noted that AI should function as “an ally to human cognition within the judiciary.”

During the DATAfórum Justicia 2026 in Spain, Secretary of State for Justice Manuel Olmedo emphasized that while AI offers administrative efficiency, technologies must remain under human supervision. In Zaragoza, the Royal and Illustrious Bar Association launched sessions on practical AI applications, where the GenIA-L generative solution was presented, noting that reliable AI requires high-quality legal sources and professional human judgment.

In Brazil, discussions at the XXIII Ibero-American Judicial Summit continued to address the need for AI systems to remain “auditable and contestable” to maintain legal security. Regional initiatives, including a webinar by the Public Ministry in Mato Grosso and an event by the Regional Labor Court of the 24th Region, have further examined how digital technologies impact fundamental rights, labor relations, platform work, and digital evidence.
