India-Israel arms export controversy

Entities: State of Israel · Amnesty International · Republic of India · Narendra Modi · Israel

Overview

Amnesty International’s 2026 report, titled “Made in India: The Supply of Weapons and Ammunition to Israel” and released on 30 July 2026, documented at least 2,596 shipments from India to Israel between 7 Oct 2023 and 30 Nov 2025. The shipments comprised roughly 390,516 small‑arms parts, 564,970 explosive‑ordnance components such as drone‑warhead fragments, and 298 vehicle‑related components supplied to major Israeli defence firms. Indian companies named include PLR Systems (a joint venture of Adani Defence & Aerospace and Israel Weapon Industries), Indo MIM, Kalyani Systems, Alpha Elsec Defence & Aerospace, and state‑linked firms Munitions India, India Optel and Advanced Weapons and Equipment India. Amnesty warned that the scale of exports makes India complicit in alleged war crimes and possible genocide in Gaza, where more than 70,000 Palestinians have been killed and over 172,000 injured, and called for an immediate comprehensive arms embargo on Israel. India’s Ministry of External Affairs has reiterated that its arms exports are conducted under a robust legal framework consistent with national and international obligations, rejecting the allegations; as of the latest report, the government has not issued a public response to the July 2026 accusations.
