India mediation in Russia-Ukraine conflict

Overview

India has transitioned from public advocacy to active diplomatic mediation between Russia and Ukraine. Foreign Minister Subrahmanyam Jaishankar announced that New Delhi is engaging both nations to facilitate an end to the war, focusing on non-aggression possibilities and the security of grain and energy exports.

Ukrainian Foreign Minister Andrii Sybiha characterized India’s peace proposal as “the most comprehensive,” noting its focus on Black Sea security and protection of energy and port infrastructure. As maritime tensions escalate, India has specifically urged both parties to guarantee safe passage for commercial shipping in the Black Sea, following incidents involving merchant vessels such as the MV Royad Mammadov and the Aframax Rio.

Building on these efforts, Ukraine is negotiating a new maritime security mechanism with Turkey, India, and Egypt to restore safe commercial shipping. Proposed by President Volodymyr Zelenskyy, the initiative involves a mutual non-aggression guarantee for commercial vessels sailing under the flags of these three nations, regardless of whether they are heading to Ukrainian or Russian ports.

The proposal seeks to address a severe decline in Ukrainian agricultural exports; since August, maritime shipments have been largely blocked, leaving Ukraine able to export only 38% of its usual agricultural volumes. While Black Sea ports can export up to 40 million tons of grain per season, current restrictions have forced a reliance on land routes. Despite mediation efforts by Turkey, India, and Egypt, Russia has reportedly opposed the proposal. In parallel, Kyiv has requested that the European Union reinstate the ‘Solidarity Lanes’ program to facilitate grain transport via European rail and port networks.
