India PM-SETU vocational training expansion

Overview

The Indian government is expanding its PM-SETU initiative, a ₹60,000 crore programme designed to upgrade 1,000 government Industrial Training Institutes (ITIs) nationwide through a hub-and-spoke model.

In September 2026, the National Steering Committee approved ₹735.70 crore for three clusters in Rajasthan, Uttar Pradesh, and Telangana. These investments, led by various industry partners, aim to modernize infrastructure and introduce industry-aligned courses. This brought the total sanctioned investment for nine clusters under the scheme to ₹2,171 crore.

By October 2026, the programme further expanded with the approval of two major clusters in Jammu and Kashmir. Chief Minister Omar Abdullah announced the approval of ₹475.41 crore for these upgrades. The Jammu ITI Cluster, receiving ₹240 crore, will be centered at ITI Jammu with satellite institutes in R. S. Pura, Nowshera, Samba, and Kathua. The Srinagar ITI Cluster will receive ₹235.41 crore, centered at ITI Srinagar with spokes in Ganderbal, Kangan, Budgam, and Charar-i-Sharief. These clusters focus on modernizing infrastructure and aligning curricula with industry demands to improve youth employability.

Additionally, 671 kanals of land in the Samba district have been transferred to the Industries & Commerce Department to establish a state-of-the-art Plug and Play Industrial Park under the BHAVYA Scheme. This initiative aims to provide ready-to-use infrastructure, including electricity and water connectivity, to attract investment and support Micro, Small, and Medium Enterprises (MSMEs).
