Indo-Pacific regional security and defense cooperation
Overview
The Indo-Pacific region is undergoing strategic shifts as nations respond to the expanding military and nuclear capabilities of China, Russia, and North Korea. This has prompted Japan to re-examine its pacifist defense policies and its reliance on United States nuclear deterrence, particularly in light of territorial disputes such as the Kurile Island chain conflict. A maritime deterrence network is forming, characterized by the proliferation of Indian-origin BrahMos supersonic cruise missiles. This includes the Philippines strengthening ties with the United States, Japan, Australia, and India to counter South China Sea pressures. India is also expanding these defense exports to countries such as Vietnam and Indonesia to bolster regional security landscapes. Security cooperation is further evolving through the development of a trilateral defense framework between India, Indonesia, and Japan. This initiative focuses on military exercises, defense technology, and maritime cooperation. Recent actions include a $600 million defense package between India and Indonesia involving BrahMos missiles, naval exercises in the Andaman Sea, and Japanese fighter aircraft deployments for Exercise Veer Guardian in India. Building on these trends, the United States and Japan have agreed to enhance coordination regarding maritime security, critical minerals, and strategic infrastructure. During the second Free and Open Indo-Pacific dialogue in Tokyo, officials discussed advancing cooperation through groupings such as the Japan–Australia–India–US partnership, alongside arrangements involving South Korea and the Philippines. Key initiatives include the Luzon Economic Corridor and the Japan–US Mekong Power Partnership. At the annual Fuji Dialogue forum in Tokyo, US and Japanese officials emphasized the need for closer security coordination to counter regional instability. US Deputy Secretary of State Christopher Landau urged Japan to align its national defense tactics with US strategy, specifically highlighting deterrence along the ‘first island chain’ spanning from Japanese islands through Taiwan to the Philippines.
