Internal leadership dynamics in Turkey’s CHP
Overview
Internal tensions have emerged within Turkey’s Republican People's Party (CHP) regarding the leadership of Kemal Kılıçdaroğlu. As the party prepares for an ordinary convention expected in mid-September, speculation suggests Kılıçdaroğlu may avoid a direct declaration of candidacy, instead aiming to be nominated for the chairmanship through the signatures of delegates. Under party rules, a candidate requires written support from at least 5% of the total delegate count, approximately 70 signatures.
While some factions call for Kılıçdaroğlu to explicitly state he is not running, Deputy Chairman Deniz Demir has expressed support for his candidacy, stating he wants the leader to run ‘from the bottom of his heart’. Demir has also addressed party discipline, warning that members who promote the membership calls or posts of other political parties will face disciplinary sanctions for violating party ethics.
Adding legal complexity to the leadership debate, lawyer and former Supreme Court Prosecutor Ömer Faruk Eminağaoğlu has filed a lawsuit regarding Kılıçdaroğlu’s term. Eminağaoğlu argues that Kılıçdaroğlu’s chairmanship, which began at the 37th Ordinary Convention, expired on July 26, 2023, following the three-year limit for party leaders. The lawsuit seeks to have this expiration officially recorded in the political party registry. The Ankara 15th Administrative Court has requested a defense from the Court of Cassation regarding a previous rejection of this matter. A ruling in favor of the plaintiff could legally establish that the chairmanship became vacant in July 2023, potentially preventing Kılıçdaroğlu from exercising leadership duties.
