Italian municipal waste and odor crisis

Overview

Mid‑July 2026 residents of Monza and Verbania reported growing waste piles, strong odors and deteriorating streets, calling for clearer waste‑tariff rules, more street‑cleaning, surveillance cameras and stricter enforcement against illegal dumping.

On 12 July, Monza citizens reiterated these demands while Verbania’s local Forza Italia group criticised the municipality for neglected streets, overgrown vegetation and rusted infrastructure, urging concrete investment to restore the town’s attractiveness.

A week later, AERCA municipalities coordinated a regional response. Councilor Angelo Di Lena of Pulsano condemned the delayed handling of odor, fire and foul‑smell problems and accused the local Democratic Party of political opportunism, urging stronger police checks. Mayor Pippo Gianni of Priolo Gargallo sent a letter to all communes, convening a joint summit on 31 July to share data, coordinate monitoring and press higher authorities for concrete action to protect public health.

On 7 August, the protest spread. Verbania’s Forza Italia members accused the municipal administration of mishandling the Tariffa Unica Puntuale waste‑collection scheme, citing €180 000 in co‑financing, unwashed bins and a rising waste tax. In Viterbo, business owners described the Sacrario neighbourhood as a “no‑man’s land” plagued by discarded syringes, broken glass, overflowing trash and inadequate street lighting, highlighting safety and commercial impacts.

The situation remains a focal point for local authorities, political actors and residents across the high‑environmental‑risk AERCA region.
