Overview

The Instituto Electoral y de Participación Ciudadana (IEPC) has finalized the structure of municipal councils for the 2026-2027 electoral process in Jalisco, Mexico. Utilizing demographic data from the 2025 INEGI Intercensal Survey, the IEPC has adjusted the number of council members (regidurías) across the state’s 125 municipalities to align with federal constitutional reforms.

Under the new regulations, municipalities with populations between 50,001 and 500,000—including Puerto Vallarta, Tala, Ameca, and Zapotlán el Grande—will have 14 members. Larger municipalities exceeding 500,000 residents, such as Guadalajara and Zapopan, will maintain 15 members. Smaller municipalities with fewer than 50,000 residents will consist of 11 members. The reform also incorporates provisions for proportional representation to promote democratic diversity; for example, Tuxpan will reserve four seats for members of indigenous communities.

Parallel to these electoral changes, Governor Pablo Lemus continues regional development initiatives. This includes the statewide expansion of the ‘Colmenas’ community model to provide educational and cultural services in vulnerable areas. In Juanacatlán, a 15 million peso investment has been announced for a new health center in the Villas Andalucía subdivision to serve 30,000 residents, complemented by the deployment of mobile medical units and plans for a new bridge to enhance connectivity with El Salto.
