The Japan Tourism Agency reported a 1.3 % rise in total visitor expenditure for the first half of the year, driven by growth in food and premium cultural experiences. Operators are promoting ultra‑luxury products, such as a ¥6.5 million sword‑making experience, reflecting a shift toward higher‑end spending.
Industry forecasts still target 40.5‑42 million visitors for 2026, and a Kyoto City Tourism Association report reiterated that Chinese tourists are not the primary cause of overcrowding in the city, as mainland arrivals there have sharply fallen.
