Overview

In late July, displaced residents from Pakistan‑occupied Kashmir staged a protest in Jammu, accusing Pakistan of illegal occupation and ongoing human‑rights abuses. The demonstration, led by Rajiv Chunni, coincided with unrest in Pakistan following a police action in Rawalakot, prompting street rallies across Islamabad, Lahore, Karachi and other cities demanding an inquiry and the release of detained activists. In early August, Pakistan observed the annually‑marked “Day of Exploitation of Kashmir” with nationwide rallies, seminars and flag displays. Federal Minister Amir Qamar led a procession in Islamabad, while similar events were held in provincial capitals, Gilgit‑Baltistan, Azad Jammu and Kashmir, and Pakistani diplomatic missions abroad. The day commemorates India’s 2019 revocation of Article 370, which Pakistan describes as a breach of UN resolutions, international law and Kashmiri self‑determination. By mid-August, reports emerged of an escalating humanitarian crisis and human rights abuses in Pakistan-occupied Kashmir. The United Kashmir People’s National Party (UKPNP) has called for international intervention, alleging extrajudicial killings, enforced disappearances, torture, and the destruction of private property by Pakistani forces. The group reported that dozens of civilians have died since June 5, alongside hundreds of arrests and communication blackouts. Simultaneously, the Indian Ministry of External Affairs stated that residents in the region are facing severe shortages of daily essentials. Large-scale protest rallies, supported by the Joint Awami Action Committee (JAAC), have been documented in Muzaffarabad, Rawalakot, Bokhara, and Mandhol, where protesters have faced the use of force by security forces, including reports of injuries from gunfire. In late August, the Human Rights Commission of Pakistan (HRCP) released a fact-finding report attributing the unrest in Azad Jammu and Kashmir to socioeconomic grievances, such as the cost of flour and electricity, and governance deficits.
