Kazakhstan domestic political and social reforms
Overview
President Kassym-Jomart Tokayev has initiated several domestic reform agendas in Kazakhstan, focusing on political, infrastructural, and educational sectors.
Following the adoption of a new Constitution on July 1, 2026, the country transitioned from a bicameral parliament to a unicameral Kurultai and established the Kazakhstan Halyk Kenesi as a high-level advisory body. Following the resignation of the previous government after the Kurultai elections, Tokayev announced a series of key appointments to the new government and state bodies.
Olzhas Bektenov has been reappointed as Prime Minister, receiving support from 137 deputies during a session in Astana. Erlan Karin, a longtime presidential adviser, was appointed to the newly created office of Vice President, a role positioned as first in line to succeed the president. Additionally, Aibek Dadabay, chairman of the Adilet political party, was elected Speaker of the Kurultai.
Ministerial changes include the appointment of Mukhtar Tleuberdi as the new Minister of Foreign Affairs. Other reappointments include Serik Zhumangarin as Deputy Prime Minister and Minister of National Economy, Zhaslan Madiyev as Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Dauren Kossanov as Minister of Defense, and Yerzhan Sadenov as Minister of Internal Affairs.
In the education sector, Tokayev has prioritized preparing youth for a digital economy and ordered the rapid construction of schools. He has also directed officials to reduce the administrative burden on teachers by eliminating excessive paperwork and non-educational responsibilities.
