Latin American legislative and political developments

Legislative activities across various Latin American nations continue to focus on administrative reforms, economic development, and professional regulation.

In the Dominican Republic, the Chamber of Deputies has moved forward with the first reading of a law to create the National Scholarship System for Productive and Labor Development. Proposed by Deputy José Manuel Caraballo Gómez, the bill seeks to align higher and technical education with national economic needs through the Ministry of Higher Education, Science, and Technology (MESCyT) and a new National Scholarship Council (CONABE). A key provision requires international scholarship recipients to return to the Dominican Republic to work locally for a period of two to five years.

In Argentina, developments in Mendoza have centered on fiscal and intergovernmental relations. The provincial legislature has granted semi-sanction to a financial agreement between the Mendoza and national governments. This deal recognizes over 121 billion pesos in historical credits owed to the province, allowing Mendoza to offset certain national co-participation advances. While the agreement offers financial predictability, some opposition members have criticized the decision to withdraw provincial lawsuits against the national state from the Supreme Court. Governor Alfredo Cornejo continues to advocate for a fundamental overhaul of the fiscal system.

Further Argentine legislative developments include the province of Buenos Aires officially adhering to National Law 24.901, which guarantees free healthcare and rehabilitation services for people with disabilities, as well as the approval of patent cooperation treaties.
