Latin American tax and fine reduction programs
Overview
Regional governments in Argentina, Mexico, and Peru have implemented various programs to encourage the regularization of debts through tax amnesties and fine reductions.
In Argentina, the Buenos Aires agency ARBA has officially launched a special payment plan to assist taxpayers in regularizing debts. Starting Monday, October 26, the program offers tiered discounts: up to 40% for cash payments, 20% for three installments, and 15% for six installments. The plan covers Gross Income, Stamp, Real Estate, Motor Vehicle, and Sports Vessel taxes. This initiative aims to facilitate fiscal regularization before the next fiscal period, as being debt-free will be a requirement to access future tax benefits.
ARBA Executive Director Cristian Girard stated that the initiative aims to help families and businesses organize their fiscal status before the next fiscal period, noting that maintaining zero debt will be a prerequisite for accessing greater tax benefits and discounts in 2027. The program, which runs through December 31, targets approximately 3.6 million taxpayers and allows for the regularization of debts due up to December 31, 2025, including those in judicial or fiscalization stages.
In Formosa, the municipality established a program with varying discount rates for municipal service fees and real estate taxes, offering up to 30% off older debts and a 35% interest discount for 2026 obligations. Additionally, the Ministry of Economy, Finance, and Treasury of Formosa announced the October public sector salary schedule, which includes a 5% increase and a guaranteed minimum net salary of $1,200,000, excluding family allowances.
In Mexico, the municipal government of Tijuana introduced a 50% discount on traffic fines and surcharges for violations recorded before September 14, 2026, valid through late December. Similarly, in Peru, the Ministry of Transport and Communications issued a decree allowing drivers to pay outstanding traffic fines with a 90% discount until November 23, 2026.
