Latvian heating infrastructure and subsidy proposals

Overview

Latvian economic officials have proposed several measures to stabilize heating costs and improve energy security. Economy Minister Viktors Valainis initially urged the state to acquire shares of the Riga-based heating company AS ‘Rīgas siltums’. He argued that transitioning from the current multi-owner structure to a single state owner would allow for more efficient management, faster decision-making, and lower heating bills for residents.

Following these discussions, the Ministry of Economics proposed expanding state subsidies to support the modernization of household heating systems. This proposal includes reinstating co-financing for energy-efficient wood-burning boilers to complement existing support for heat pumps and pellets. The Ministry aims to reduce household dependence on single fuel types and increase resilience against market volatility and supply fluctuations.
