Le Civette RSA closure in Florence
Overview
The Le Civette residential care facility (RSA) in Florence is scheduled to close on December 31, 2026, a move that has initiated collective redundancy procedures for 29 employees of the operator Proges.
Valerio Mari, Director General of ASL Toscana Centro, has characterized the facility as “diseconomica,” stating it requires 10 million euros for restructuring—funds that neither the ASL nor the Tuscany Region currently possess. Regarding the impact on residents, 11 of the 19 current occupants have identified new facilities, though others face difficulties with geriatric reassessments or transfer acceptance.
The closure has intensified labor unrest, with unions such as Cgil, Fp, and Spi previously calling for a long-term public project to relaunch the facility. These efforts occur against a backdrop of significant fiscal pressure within the Tuscan healthcare system. Regional President Eugenio Giani noted a 200 million euro deficit linked to car tax regulations, while Assessor Monia Monni reported a healthcare budget imbalance of 380 million euros, leading to postponed investments and slowed hiring.
In response, the Florence municipal administration announced its commitment to protecting the San Salvi district facility. Welfare Councilor Nicola Paulesu stated that the city aims to safeguard public service, the quality of care for residents, and the job security of workers. Following a meeting at the Tuscany Region's labor crisis unit on October 7, the dismissal procedure for workers was withdrawn. This decision includes a six-month extension of the facility's operations to allow institutions to seek a long-term solution. Unions CGIL, Fp, and Spi noted the extension is a positive step but will continue monitoring the situation to ensure employment and care standards are maintained.
