Overview
The Peruvian executive branch has finalized its appointments to the board of the Banco Central de Reserva del Perú (BCRP). Through Supreme Resolution No. 250-2026-PCM, President Keiko Fujimori and the Council of Ministers appointed Luis Miguel Palomino Bonilla, Inés Marylin Choy Chong, and Gustavo Adolfo Yamada Fukusaki to fill the executive's four seats on the seven-member board. By August 13, 2026, these three directors were formally sworn in for the 2026-2031 term.
Following these developments, the Executive officially appointed Julio Velarde Flores as the president of the BCRP board. This designation marks Velarde’s fifth term leading the institution; he has held the position since 2006 and is required to undergo Senate ratification under the Peruvian Constitution and the BCRP’s organic law.
On September 9, 2026, the Special Procedures Commission of the Peruvian Senate approved a report recommending Velarde’s ratification. The commission’s decision, consisting of nine votes in favor, two against, and one abstention, follows statements from Commission Chair Hugo Ccahuana Aymachoque that Velarde meets all legal requirements and possesses the necessary professional experience. The report now proceeds to the Senate Plenary for a final vote, which requires a favorable vote from more than half of the Senate's legal members.
During recent appearances before the Senate, Velarde addressed exchange rate volatility, expressed opposition to removing interest rate caps, and announced the upcoming launch of TAPP (Automatic Peruvian Payment Transfers). He also raised concerns regarding the illegal gold trade, noting that informal exports reached approximately $12 billion in 2025.
In a separate leadership development, César Alfonso Luna Victoria was sworn in as the new National Superintendent of Customs and Tax Administration (Sunat).
