Lebanon private electricity generator pricing issues

In late August 2026, the Lebanese Ministry of Energy and Water established electricity tariffs for private generators. Rates were set at 48,241 LBP per kilowatt-hour for urban and low-altitude areas, and 53,065 LBP per kilowatt-hour for remote or high-altitude villages. These prices were calculated based on an average diesel fuel tank price of 2,415,495 LBP and a parallel market exchange rate of 89,700 LBP per dollar. By early September, Prime Minister Nawaf Salam chaired an emergency meeting to address rising generator costs and pricing violations. Minister of Economy and Trade Amer al-Bassat noted that while global Mediterranean low-sulfur diesel prices exceeded $1,300 per ton in late August, certain local hikes—such as a 35% increase in diesel canister prices between July and August—were deemed unjustified. The government emphasized that rising fuel costs do not permit the exploitation of citizens. Following this, the Ministry of Economy and Trade intensified field inspections to enforce official rates. In Southern Lebanon, authorities filed 51 violation reports against private generator operators between September 1 and September 22. In Northern Lebanon, inspections in Tripoli, Zgharta, and Akkar resulted in 8 violation reports against operators charging approximately 80 cents per kilowatt-hour, which exceeds the official Ministry of Energy rates. By late September, tensions escalated as generator owners began notifying subscribers that they must settle outstanding debts or face service disconnections. This specifically targets residents who have refused to pay due to disputes over pricing and cost calculation methods. In early October, costs surged further, with some residents facing monthly bills of approximately $170 for a 5-ampere subscription, totaling over $2,000 annually. Discrepancies persist, with some operators charging between 80 and 85 cents per kilowatt.
