Lebanon private electricity generator pricing issues

Overview

In late August 2026, the Lebanese Ministry of Energy and Water established electricity tariffs for private generators. Rates were set at 48,241 LBP per kilowatt-hour for urban and low-altitude areas, and 53,065 LBP per kilowatt-hour for remote or high-altitude villages. These prices were calculated based on an average diesel fuel tank price of 2,415,495 LBP and a parallel market exchange rate of 89,700 LBP per dollar.

By early September, the government convened an emergency meeting chaired by Prime Minister Nawaf Salam to address rising generator costs and pricing violations. While officials acknowledged that global diesel prices had risen, they noted that local price hikes, such as a 35% increase in diesel canister prices between July and August, were often unjustified.

In response, the government has coordinated with security and judicial authorities to document violations and confiscate generators in areas like Tripoli and Al-Mina to ensure compliance with legal rates.
