Makassar waste management and landfill reform

Overview

The Makassar City Government has initiated new waste management policies to achieve a waste-free goal by 2029. As of August 2026, residents are required to sort waste into organic, inorganic, and residue categories, with the intention that only residue is sent to landfills.

In response to administrative sanctions from the Ministry of Environment, the city is accelerating improvements at the Tamangapa Landfill in Antang to transition from open dumping to a controlled sanitary landfill method. Following an inspection by environmental law enforcement (Gakkum), Mayor Munafri Arifuddin noted that several required improvements had not yet met expectations. Ongoing remediation includes restructuring landfill areas, improving road access, installing piles, and managing leachate ponds. To prevent contamination of residential areas and water bodies, the Mayor has ordered that all leachate drainage be connected to a wastewater treatment plant (IPAL).

Additionally, the city is expanding its free waste fee program to provide community relief. In the Rappocini and Panakkukang districts, the exemption is being extended to households with electricity capacities of up to 1,300 VA, up from the previous limit of 450 to 900 VA. To qualify for this exemption, residents must sort their waste at home, and participating households will be identified with specific labels or stickers to ensure compliance.
