Mexican fishing industry economic and regulatory crisis

The Mexican fishing industry faces escalating economic instability and regulatory challenges. In Sonora, specifically Guaymas and Empalme, coastal communities have endured three consecutive seasons of low yields for squid, jellyfish, and blue crab. Gustavo Padilla Rodríguez, president of the Sociedad Cooperativa Pesquera 12 de Agosto, noted that changes in capture methods—such as requiring traps instead of nets for jellyfish—have reduced profitability.

In Yucatán, the octopus season in Progreso and Tizimín began below historical expectations, though Canainpesca president Enrique Sánchez Sánchez expressed optimism for future catch volumes.

Nationally, the shrimp industry is in crisis. Canainpesca Vice President Humberto Becerra Batista warned that a lack of profitability threatens approximately 90,000 direct jobs, with only about 500 of the previously 1,200 active vessels estimated to be able to operate. In Guaymas, cooperatives have proposed commercially exploiting mahi-mahi to alleviate hardship, though tourism representatives argue this could harm the nautical tourism sector.

New pressures have emerged in Tamaulipas, where producers report unfair competition from the illegal entry of foreign shrimp, particularly from Ecuador. In response, federal authorities are forming working groups with customs and security forces to combat smuggling. Additionally, the federal government has extended the commercial shrimp fishing ban from the U.S. border to the mouth of the Coatzacoalcos River until September 15, 2026. Meanwhile, in the Pacific, fishermen fear delays in the shrimp season start due to late sampling meetings, which could push the season into late September and increase risks from tropical cyclones.
