Overview

In late July 2026, the state of Jalisco launched the El Porvenir subdivision in San Martín de Hidalgo. Overseen by the Instituto Jalisciense de la Vivienda (IJALVI), the project provides 385 serviced lots priced at 180,000 pesos with ten-year payment plans, aiming for completion by July 2027.

Simultaneously, tensions rose in Zapopan’s Mirador de San Isidro regarding the Legado Jalisco program, which intends to build 200 homes for security personnel. Residents established a 24-hour camp to protest the development, arguing it violates land-use donations intended for parks and schools. While Jalisco Chief of Staff Alberto Esquer confirmed the police housing project will proceed, the government stated it is conducting hydrological studies and planning mitigation works, such as a linear park, to address community concerns regarding flooding and water availability.

By mid-August, the state government reaffirmed its commitment to providing “dignified and accessible housing” for security personnel, noting that engineering and hydrological studies are underway to ensure project viability. However, the conflict escalated as residents successfully obtained a judicial injunction to halt construction in Mirador de San Isidro.

In response, Zapopan Mayor Juan José Frangie proposed a land swap with the Jalisco state government to resolve the dispute. The municipality has offered three potential state-owned land options, including a site in the Tesistán area, in exchange for the Mirador de San Isidro site, which the city intends to preserve as a public park. IJALVI is currently analyzing these alternatives to determine a viable location for the homes.

In other regions, the Mazatlán City Council approved the Infonavit Terrazas project, authorizing 1,480 homes across 93 buildings. Meanwhile, political instability continued in Michoacán, where the appointment of a provisional mayor for Lázaro Cárdenas remained stalled due to the state Congress’s failure to issue a required decree.
