Mexican mezcal industry regulatory and commercial support

Overview

Mexico is advancing legislative, regulatory, and commercial initiatives to strengthen the mezcal industry. In Puebla, the State Congress is driving reforms to the NOM-070-SCFI-2016 standard to protect quality and the regional value chain. To bolster commercialization, Puebla is hosting the Encuentro Nacional del Mezcal 2026 from September 3 to 6 at the Puebla Convention Center. Supported by Governor Alejandro Armenta Mier, the event features 300 mezcal brands and 50 exhibitors, aiming to integrate small producers into the entire value chain through networking, workshops, and a National Mixology Championship.

As the second-largest producer after Oaxaca, Puebla currently manages over 20,000 hectares of agave and 250 palenques, producing more than 650,000 liters annually and supporting nearly 10,000 jobs. However, the industry faces a complex balance between cultural heritage and rising international demand. Experts warn that market pressure could lead to environmental strain on land and water resources, as well as risks to genetic diversity if traditional maturation cycles are bypassed. Sustainable practices, including climate change adaptation and supply chain traceability, are being emphasized to ensure economic value reaches local communities.

In Morelos, the Mezcal Denomination of Origin covers 23 municipalities. Ancestral mezcal from Palpan de Baranda recently received national recognition during President Claudia Sheinbaum Pardo’s morning conference. Complementing these steps, the National Chamber of the Restaurant and Seasoned Food Industry (CANIRAC) in Morelos has launched a project incorporating local artisanal mezcal into restaurant menus to move the spirit into a structured commercial network.
