Mexican municipal property tax relief measures

Overview

Various Mexican municipalities are implementing fiscal measures to provide relief to residents regarding property taxes.

In Querétaro, the municipality announced a 100 percent discount on fines, surcharges, and execution costs for property and transfer taxes throughout October. Finance Secretary Carlos León González stated the measure aims to provide economic relief, allowing taxpayers to regularize their status without additional penalties. Mayor Felipe Fernando Macías Olvera has also announced that the municipal property tax (predial) will remain frozen at 2026 levels for the 2027 fiscal year. The administration is also prioritizing investments in sanitary and storm drainage infrastructure.

In Soledad de Graciano Sánchez, Mayor Juan Manuel Navarro Muñiz confirmed that the 2027 Revenue Law will not include increases to taxes or service fees to protect family economies. Additionally, in the State of Mexico, the local Congress has ruled out property tax increases resulting from the new Cadastral Law, stating that any adjustments to value tables will not exceed inflation rates.

In Mérida, Mayor Cecilia Patrón Laviada announced that the city will maintain its property tax at current levels for 2027, marking the third consecutive year without an increase. As part of the Buen Fin 2026 campaign, Mérida launched a temporary program from October 16 until November 30, 2026, to eliminate fines and surcharges on municipal debts, provided the full principal is paid in a single installment.

In Mexico City, Head of Government Clara Brugada Molina announced that property taxes will not increase during her administration and stated that the city will eliminate fines and surcharges in 2027.
