Mexican state and federal municipal audit coordination
Overview
Mexican state and federal audit agencies are expanding coordinated oversight programs to monitor the use of public and federalized resources across several regions.
In the State of Mexico, the superior audit office (OSFEM) and the federal audit agency (ASF) have established a coordination agreement to conduct 196 integral audits covering all 125 municipalities for the 2025–2026 period. For 2026, 179 audits are scheduled, marking the highest number in the last seven years. Officials emphasized that the primary challenge is ensuring findings lead to sanctions and the recovery of misused funds.
In Querétaro, Governor Mauricio Kuri González has launched comprehensive audits of federalized spending for the 2025 Public Account. This process covers both the state government and its 18 municipalities, following a national fiscalization model established through a coordination agreement between the ASF and the state's fiscalization entity (ESFE). Aureliano Hernández Palacios Cardel, the Superior Auditor of the Federation, noted that 30 open audits currently exist regarding the state's Executive Power, focusing on federal funds, internal controls, and financial discipline.
In Guanajuato, a new pilot program has been introduced to implement real-time auditing of federalized resources across its 46 municipalities. Following an agreement between Governor Libia Dennise García Muñoz Ledo, the ASF, and the Superior Auditor of the State of Guanajuato (ASEG), authorities will collaborate to review federal funds, including Ramo 28 and Ramo 33 contributions. This initiative aims to improve transparency and prevent redundant audits by allowing municipalities to manage oversight within the state rather than traveling to federal offices in Mexico City.
