Overview

Mexican state governments and legislatures continue to engage in administrative, social, and legislative initiatives. Following the launch of the ‘September, Month of the Testament’ campaign in late August, regional leaders have focused on education funding and government reporting. By mid-September, several state legislatures commenced new sessions. In San Luis Potosí, the LXIV Legislature opened its first ordinary session of the third constitutional year to address state and municipal revenue laws and the upcoming expenditure budget. In San Luis Potosí, Governor Ricardo Gallardo Cardona highlighted infrastructure, security, and social programs. While the Alianza Empresarial Potosina expressed support for these developments, reports noted that a highlighted educational achievement—the payment of 206 million pesos to the Universidad Autónoma de San Luis Potosí—was the settlement of debt accumulated during 2025. In Michoacán, municipal presidents recognized Governor Alfredo Ramírez Bedolla for an administration that reported 31 billion pesos in public works across 4,203 projects without incurring public debt. The state also reported a 73 percent reduction in intentional homicides following a 3.2 billion peso investment in security infrastructure via the Fortapaz fund.
