Mexico infrastructure investment initiatives

Overview

The Mexican government has initiated significant infrastructure development through regional and national investment plans.

Initially, the federal government presented progress on the ‘Plan Integral Zona Oriente’ (Integral Zone East Plan), allocating approximately 110 million pesos to the State of Mexico. Key components of this regional effort include the planned construction of a 2.1 billion peso Regional Hospital in Chimalhuacán, scheduled to begin in October, and the construction of three bridges starting in August.

This regional focus expanded into a broader national strategy announced by the Secretariat of Infrastructure, Communications, and Transport (SICT). The government unveiled a 1.33 trillion peso public investment plan for the 2025–2030 period, targeting road, educational, sporting, and railway projects. For 2026 specifically, over 135 billion pesos are earmarked for various sectors, while 104 billion pesos are dedicated to freight and passenger rail projects managed by ATTRAPI and the Ministry of Defense.

Specific regional projects continue to advance under this framework. In the eastern State of Mexico, a 995 million peso investment is funding the construction of 10 vehicular bridges across seven municipalities to improve connectivity for approximately 10 million residents. In Morelos, a 335 million peso road distributor near the Autonomous University of the State of Morelos (UAEM) is expected to reduce travel times by up to 45 minutes.

In Hidalgo, industrial and economic developments are also scaling up. The Cooperativa La Cruz Azul is investing 6.5 billion pesos to modernize its cement plant in Tula de Allende and upgrade its local hospital, a move projected to generate 14,200 jobs. Additionally, the Zapotlán Economic Development Pole is set to receive over 10.1 billion pesos to foster high-specialization industries, including aerospace and pharmaceuticals.
