Castro faces charges in Minnesota for second-degree assault and falsely reporting a crime following a January 14 shooting in Minneapolis that wounded a Venezuelan man, Julio Cesar Sosa-Celis. The U.S. Department of Homeland Security has suspended Castro without pay pending an investigation, while the U.S. Department of Justice continues to evaluate whether to bring federal civil rights charges.
