Moldova cadastral service and legislative reforms

Overview

Moldova is implementing legislative and administrative changes regarding its cadastral services. In September 2026, Parliament approved a draft law in its first reading to expand access to real estate cadastral information to specific groups, such as estate administrators, lawyers, and the Ministry of Defense. The legislation also addresses land reparceling for infrastructure development.

Following the January 2024 separation of the Public Institution Cadastre of Real Estate into an independent entity, the country is reorganizing service delivery. As of October 1, 2026, cadastral counters at Public Services Agency (ASP) multifunctional centers have closed in 23 localities, including Bălți, Cahul, Orhei, and Ungheni. In these areas, citizens must visit dedicated territorial offices of the Cadastre. However, services remain available at both ASP centers and Cadastre offices in Chișinău and several other districts, such as Anenii Noi, Ialoveni, and Strășeni.

Additionally, property owners can now review results from a mass evaluation and revaluation of real estate assets intended for taxation purposes. These new cadastral values are set to take effect on January 1, 2027. Owners may verify technical characteristics and values via the geodata.gov.md geoportal or the EVO integrated government portal. Discrepancies in technical data can be contested through online, mail, or in-person requests to territorial cadastral services. If a final decision is contested, owners may appeal to the administrative litigation court in Chișinău.
