Moldova defense capability and EU integration efforts

Overview

Moldova continues to strengthen its national defense and resilience amid regional security concerns and hybrid threats. Following Norway’s authorization of military equipment and training exports in late September 2026, the Moldovan government has pursued legislative changes to permit the domestic production of dual-purpose equipment, such as drones, to protect sovereignty and airspace.

In mid-October 2026, Parliamentary President Igor Grosu reiterated the need for a nationwide radar network and a domestic defense industry. However, Defense Minister Anatolie Nosatîi noted that acquiring air defense equipment remains difficult, as international priorities within NATO and the EU remain focused on supporting Ukraine.

Political tensions are also escalating in the Transnistria region. The ‘Transnistrian General Popular Forum’ has announced a protest for October 23 in Tiraspol against fiscal measures imposed by Chișinău, which Moldovan authorities have characterized as propaganda violating national sovereignty.

On the diplomatic front, President Maia Sandu confirmed that Moldova is opening negotiations for two new European Union clusters: ‘Internal Market’ and ‘Competitiveness and Inclusive Growth.’ Simultaneously, authorities are preparing for a potential new wave of Ukrainian refugees due to the escalating conflict. Domestically, concerns have been raised regarding whether Moldova’s new administrative division into three regions will meet the demographic requirements necessary to access European regional development funds.
