Moldova reintegration and diplomatic efforts
Overview
Moldovan officials continue to pursue diplomatic channels for reintegration and international cooperation. Deputy Prime Minister Valeriu Chiveri has advocated for resuming bilateral ‘1+1’ negotiations with Tiraspol, arguing the ‘5+2’ format is no longer functional. His proposed agenda focuses on human rights, freedom of movement, and economic issues.
International engagement has intensified through European partnerships. The European Commission has released a 157 million euro tranche to Moldova as part of the EU Growth Plan, marking the third installment of the program. This follows Moldova’s implementation of approximately 95% of its scheduled reform measures in areas such as economic governance, energy, and the green transition. The total cumulative funds available under the 2025–2027 Growth Plan now reach 661 million euros, out of a total 1.9 billion euro commitment. Prime Minister Vasile Tofan noted that these funds are earmarked for critical infrastructure and social sectors, including transport, water, health, and education.
Security cooperation remains a priority. High Representative Kaja Kallas stated that support through the European Peace Facility has reached 317 million euros, making Moldova the second-largest global beneficiary. Additionally, 120 million euros are slated for Moldova’s anti-aircraft defense in 2026. Kallas also addressed regional security, condemning Russian missile and drone incursions into Moldovan airspace and asserting that the Transnistrian region will not obstruct Moldova’s European path.
Economic ties to the EU are strengthening, with EU-bound goods exports totaling approximately 1.3 billion euros in the first half of the year, representing an increase of over 10%. Bilateral relations with Estonia have also reached new milestones, including the inauguration of the Estonian Embassy in Chișinău.
