Moldovan regulatory and safety legislative updates

The Moldovan government has introduced several new regulatory frameworks aimed at administrative organization, national security, and public safety.

In early May 2026, a new regulation regarding the Cinematographic Registry took effect, establishing a unified record for film production, distribution, and exhibition entities. Concurrently, the government approved a national integrated risk-analysis and management framework. Coordinated by the National Crisis Management Center, this system is designed to monitor threats such as cyber attacks, energy crises, and infrastructure vulnerabilities to support EU accession efforts.

Legislative efforts have since expanded into public safety and environmental standards. The Ministry of Internal Affairs has moved forward with a draft law regarding fireworks and civil explosives, currently undergoing public consultation. The proposal seeks to prohibit fireworks within 100 meters of residential buildings, schools, hospitals, and religious sites, unless specific administrative and fire safety approvals are obtained. It also bans pyrotechnics in protected natural areas, near water bodies, and on rooftops. Furthermore, the draft restricts private individuals from using F2 and F3 category entertainment pyrotechnics, limiting such use to authorized professionals.

In late August 2026, the Parliament passed a draft law in its first reading to amend the Law on Chemical Substances. This initiative aims to align Moldovan legislation with European Union standards for the classification, labeling, and packaging of chemicals. The law requires manufacturers and importers to identify substance risks and ensures that hazardous products are correctly labeled. It also mandates that importers and distributors of hazardous mixtures provide necessary information to the National Agency for Public Health to assist in emergency management.
