Molise regional administration financial management disputes
Overview
The Molise region is facing scrutiny over the management of public assets and European funding. In early September, the regional administration announced the auction of its Brussels headquarters for an estimated 1.35 million euros, a move critics noted represented a financial loss compared to its 2005 purchase price.
By late September, a political dispute arose regarding the reallocation of €19 million in European funds. Regional CEO Michele Iorio stated that funds originally intended for ‘Aree Interne’ (inland areas) are being technically reallocated to support the Special Economic Zone in Termoli to prevent the money from being returned to Brussels. Regional councillor Micaela Fanelli challenged this, accusing the administration of a “shell game” that leaves local municipalities with certain reductions.
In early October, the Democratic Party (PD) formally opposed the redirection of approximately 15.08 million euros toward logistics infrastructure for the Termoli Customs Free Zone. This was echoed by Uncem Molise, which argued that internal areas should not serve as a “financial buffer” for other regions.
On October 14, during a Surveillance Committee meeting, it was confirmed that approximately 19.084 million euros originally intended for Territorial Strategies in Internal Areas will be redirected toward other purposes, specifically the Termoli Customs Free Zone. While regional authorities, including Governor Francesco Roberti and Managing Authority Alberta De Lisio, noted that the European Commission has recognized Molise’s progress in fund expenditure, representatives from mountain municipalities continue to express concern. They argue the decision removes resources from fragile territories struggling with depopulation and service shortages without clearly defined alternative funding or timelines.
