Montenegro climate and energy policy development

Overview

Montenegro is advancing its environmental and infrastructure objectives through strategic policy and government action. The Minister of Ecology, Sustainable Development and Northern Development, Damjan Ćulafić, outlined a path toward climate neutrality by 2050, supported by the Law on Climate Change and a Low-Carbon Development Strategy. This framework aims to integrate Montenegro into the European Union while leveraging the country’s ecosystems to mitigate climate impacts.

In support of these broader goals, the Montenegrin government has approved specific measures, including a program to promote energy efficiency in hotels through a cooperation agreement between the Ministry of Tourism and the Fund for Environmental Protection. Additionally, the government addressed infrastructure financing by amending a grant agreement with the European Bank for Reconstruction and Development for the Mateševo–Andrijevica section of the Bar–Boljare highway.
