Observers have warned that the dispute is evolving from a legal matter into an identity-driven mobilization that could strain diplomatic relations. In an effort to resolve the impasse, Montenegro and Croatia have agreed to hold a meeting of commissions on October 9 in Zagreb. The Montenegrin delegation will be led by Minister of Defense Dragan Krapović, who stated that while Montenegro is open to cooperation such as joint training exercises, the vessel must sail under a single flag, making dual-flag or multilateral management unfeasible. Krapović emphasized that the Montenegrin government’s stance on ownership remains unchanged.
