Montenegro economic integration and EU alignment
Overview
Montenegro continues to advance its economic integration and EU accession efforts. Following its integration into the Single Euro Payments Area (SEPA), the country has recorded over 237,000 transactions totaling 4.2 billion euros, resulting in savings exceeding 9 million euros and a 97 percent reduction in electronic payment costs compared to previous SWIFT methods.
A major milestone in the EU accession process remains the closing of Chapter 17, pertaining to the Economic and Monetary Union, which underscores the independence of the Central Bank of Montenegro and improved fiscal responsibility. On the regulatory front, Montenegro has become one of the first Council of Europe members to sign a new protocol to the Warsaw Convention, enhancing the authority of officials to seize assets obtained through criminal activity, including cryptocurrency.
As the country targets EU membership by 2028, officials are focusing on regional and international cooperation. Tourism Minister Simonida Kordić has explored direct flight connections with China to boost tourism, while Deputy Prime Minister Nik Gjeloshaj has emphasized aligning the tourism and service sectors with the CEFTA region. To support infrastructure, the modernization of the Bar–Golubovci railway line is being advanced through a €63 million European Investment Bank loan and a €112.6 million EU grant to connect the Port of Bar with Europe.
Economic readiness remains a priority. The Chamber of Commerce of Montenegro has noted that while accession offers access to 450 million consumers, businesses—particularly micro, small, and medium-sized enterprises—must adapt to new trade regimes and European standards to remain competitive.
