Moroccan electoral integrity investigations

Overview

During the election period in Morocco, authorities in Marrakech and Tangier conducted various operations to address electoral irregularities. In Marrakech and surrounding areas, security forces and the Royal Gendarmerie arrested several individuals suspected of voter bribery and obstructing the voting process. These incidents included attempts to distribute funds to influence voters in Al-Mahamid and the Sidi Ibrahim Oasis, as well as efforts to disrupt polling in Douar Nazala, Douar Al-Koudia, and the Tensultant commune. In Tangier, a judicial investigation was launched following the discovery of a bag containing suspicious voting papers near the Al Quds school in the Casabarata district. The Tangier Court of Appeal Prosecutor General confirmed the arrest of five suspects, including two heads of voting offices and two deputies. Preliminary findings suggest that a deputy head of a voting office, with the assistance of the office head, embezzled voting papers by removing them from the office in a bag and later returning them to the polling stations. Forensic analysis revealed that the ink used on the seized papers differs from the official ink used in the voting offices. The King's Prosecutor has requested that the suspects be held in pre-trial detention on charges of violating voting processes, forgery, and participation in such acts. Following his return from Malaga, Spain, Tangier Mayor Mounir Laymouri, a regional official for the Authenticity and Modernity Party (PAM), was detained at Tangier Ibn Battouta Airport. His arrest follows a national search warrant issued in connection with investigations into the September 23 legislative elections in the Tangier-Asilah constituency. Laymouri has denied allegations that his travel to Spain was an attempt to evade justice, stating the trip was pre-planned for professional and personal reasons and that he was unaware of the warrant before his departure.
