Moroccan political corruption and election integrity claims

Political tensions in Morocco have escalated following allegations of financial and electoral misconduct involving members of the Justice and Development Party (PJD).

In late August, PJD Secretary-General Abdelilah Benkirane accused Prime Minister Aziz Akhannouch of failing to account for 260 billion centimes in public support intended for a water treatment plant project in Casablanca. Benkirane suggested that the Prime Minister’s fate would be “the court and prison” if the allegations are not addressed, while also criticizing the use of proximity to the monarchy to shield individuals from accountability.

By early September, the focus shifted to judicial investigations in Kenitra. The Public Prosecutor's Office launched an inquiry into claims made by PJD candidate Mustafa El Ibrahimi, who alleged that drug proceeds—potentially from up to 270 tons of narcotics—could be used to manipulate legislative elections, local councils, and the government. The judiciary stated the investigation is intended to ensure the integrity of the electoral process.

Benkirane has since intensified his criticism during rallies in Tetouan and Rabat, accusing the government of lacking integrity and competence. He specifically targeted Akhannouch regarding the fuel sector and a Competition Council decision, alleging that the Prime Minister should have resigned following investigations into fuel practices. Benkirane warned that rising corruption and the inability of citizens to access rights through democratic channels could lead to social unrest, challenging the Prime Minister to respond to these accusations before facing the judiciary.
