Mozambique climate resilience and food security efforts
Overview
Mozambique is implementing various strategies to address the interconnected challenges of climate change, food security, and public health. Initially, the Mozambique Institute of Agricultural Research (IIAM) launched climate-adapted seed varieties to combat unpredictable weather patterns. Efforts have expanded to include regional resilience through the BREFOLE-ZRB programme, a Zambezi Watercourse Commission and African Development Bank initiative focused on ecosystem protection in the Zambezi River Basin. Despite these measures, the country faces acute food insecurity affecting approximately 3.5 million people, particularly in Cabo Delgado and northern Nampula. To formalize long-term responses, Mozambique has initiated the validation process for its updated National Strategy for Adaptation and Mitigation of Climate Change (ENAMMC). Supported by the African Development Bank, this framework aims to guide the country’s response through 2035, targeting resilience against cyclones, flooding, droughts, and coastal erosion. The strategy includes mitigation measures for low-carbon development, such as clean energy and climate-smart agriculture. Sónia Muando, National Director of Environment and Climate Change, noted that climate change is an “immediate reality” requiring increased investment in prevention and early-warning systems. Recent developments highlight a push for structural economic shifts. UN Special Rapporteur Elisa Morgera has recommended that Mozambique re-evaluate plans for fossil fuel expansion, including a petrochemical hub, urging independent assessments of how coal mining and fossil fuel production impact rights to health, food, water, and housing. Concurrently, Finance Minister Carla Louveira has called for a transition from emergency response to climate shock prevention. Following a severe rainy season between December 2025 and January 2026 that affected over one million people and cost roughly 2% of the nation's GDP, Louveira argued that extreme weather has become a “structural fiscal shock” rather than a temporary crisis.
