Municipal tax administration in Cuiabá

Overview

The city of Cuiabá implemented a tax amnesty program titled ‘Mutirão Fiscal’ to assist taxpayers in regularizing municipal debts. The program offers discounts of up to 95% on interest and penalties for lump-sum payments, provided that the current year’s Property Tax (IPTU) is paid in full. The initiative covers various municipal taxes and non-tax debts, with installment options available for up to 48 months.

Following these fiscal developments, the Cuiabá City Council held a session to honor municipal tax auditors and inspectors. The ceremony recognized 93 active and retired professionals, as well as 22 individuals from the Mato Grosso State Court of Accounts, highlighting the importance of these roles in ensuring legal compliance and generating revenue for public investment.

Expanding on these efforts, Cuiabá launched a special program for negotiating municipal debts as part of the III National Tax Regularization Week, running from October 5 to October 9, 2026. This initiative is a partnership between the Attorney General's Office of Cuiabá, via the Fiscal Prosecutor's Office, and the Judiciary of Mato Grosso. It aligns with a national judicial policy coordinated by the National Council of Justice (CNJ) intended to ‘reduce the judicialization of conflicts regarding public credit collection.’

This week is part of a broader movement across Brazil. In addition to Cuiabá’s judicial partnership, other regions are implementing significant discount programs: Campo Grande offers up to 90% discounts through ‘Regulariza CG’, Olinda provides up to 100% discounts via ‘Refis 2026’, and Primavera do Leste offers 100% interest reductions for immediate settlements. Other participating areas include Bahia, with discounts up to 95%, and Espírito Santo, which is conducting negotiation sessions across 16 judicial districts to facilitate dialogue between taxpayers and the treasury.
