Netherlands intelligence service legislative and security-de

Overview

In mid-October 2026, proposed expansions to the National Security Protection Act in the Netherlands drew criticism from privacy and media advocacy groups. Organizations such as Privacy First warned that the legislation could enable mass surveillance through the interception of internet traffic and the use of automated data analysis. Concerns were also raised regarding the potential for the new College of Assessment and Supervision for Intelligence and Security Services (CTT) to provide insufficient oversight, and that increased operational capabilities might jeopardize the protection of journalistic sources.

By late October, the General Intelligence and Security Service (AIVD) shifted focus toward internal security risks, releasing a publication titled ‘Resilient against threats from within’. The agency highlighted a growing trend of insider threats from foreign intelligence services, extremist groups, and criminal networks targeting both public and private sectors. These threats include the theft of intellectual property and confidential data, as well as potential sabotage by both intentional and non-intentional actors.
