Overview
Nigeria continues to address a national housing deficit, now estimated at approximately 15 million units. To bridge the gap between the 700,000 units needed annually and the current developer output of 50,000 units, the government is expanding its reform agenda through social housing, judicial partnerships, and private sector engagement.
Under the ‘Renewed Hope Cities and Estates’ programme, the Tinubu administration has commenced construction of over 10,000 units across 14 states and the FCT. Minister Muttaqha Rabe Darma has also pledged to construct 100 social housing units in each of the 774 local government areas. To broaden the reach of these interventions, the Ministry of Housing and Urban Development has partnered with the National Judicial Institute to include judicial officers and court personnel in nationwide housing efforts.
To combat high capital costs and commercial lending rates exceeding 23 percent, the government is increasingly utilizing Public-Private Partnerships (PPPs). A model presented by the Infrastructure Concession Regulatory Commission (ICRC) has reportedly unlocked approximately $125 million in private investment for the Renewed Hope Housing project. This approach uses concessionary loans and risk-sharing to reduce effective project costs by about 30 percent, aiming to deliver 100,000 units across selected cities.
Financial reforms remain central to these efforts. The government proposes raising the maximum mortgage financing limit from N50 million to N85 million by 2028 and aims to increase mortgage delivery to 5,000. Additionally, the Ministry of Finance’s Incorporated Real Estate Investment Fund has disbursed N140 billion to support 2,018 mortgages across 27 states.
