Nigeria housing deficit and financing efforts

Nigeria is addressing a significant national housing deficit, estimated to range between 14.9 million and 28 million units. Reports indicate a massive financing gap of N21 trillion to N59 trillion, noting that while pension assets grow by approximately N5 trillion annually, less than one percent of these funds are currently invested in real estate. Current developer output of roughly 50,000 units per year falls short of the 700,000 units needed annually to keep pace with population growth.

To mitigate this shortage, the Federal Mortgage Bank of Nigeria manages the National Housing Fund (NHF), offering loans of up to N50 million at concessionary interest rates. Additionally, the Ministry of Housing and Urban Development has initiated the ‘Renewed Hope Housing Agenda’.

As part of this strategy, Minister Muttaqha Rabe Darma has pledged to include judicial officers and court personnel in nationwide housing interventions across the 36 states and the Federal Capital Territory. The National Judicial Institute (NJI) has expressed readiness to support this through human capacity development and training.

Furthermore, the Ministry is actively seeking private sector partnerships to address the deficit, which is estimated at approximately 15 million units over the next decade. Permanent Secretary Dr. Shuaib Belgore has expressed readiness to engage in large-scale development and urban renewal through Public-Private Partnerships (PPPs) and collaborations with high-volume developers. These urban renewal initiatives aim to improve community living by upgrading essential infrastructure, including roads, water supply, drainage, electricity, and healthcare facilities.
