Nigeria mobile device registration and service quality

Overview

The Nigerian Communications Commission (NCC) has implemented a regulatory framework to manage and verify SIM-enabled devices through a Device Management System (DMS). Utilizing a Central Equipment Identity Register (CEIR) to track International Mobile Equipment Identity (IMEI) numbers, the system allows regulators to distinguish between compliant equipment and unapproved, fake, or cloned devices. Under this framework, mobile networks are authorized to restrict or block access for devices that have not obtained required Type Approval, a mandate supported by Section 132(2) of the Nigerian Communications Act 2003.

To assist consumers, the NCC introduced the ‘Device Checker’ system via toll-free line (315), USSD code (*315#), or an official web portal. The NCC is collaborating with the Nigeria Customs Service, manufacturers, and importers to monitor device movement. In response to surveillance concerns, the NCC clarified that the technology only reads hardware identification metadata and cannot monitor personal messages, photographs, contacts, or financial transactions.

Expanding these regulatory efforts, Executive Vice Chairman Dr. Aminu Maida announced plans to expand the Telecommunications Identity Risk Management System (TIRMS) to other sectors to reduce fraud by identifying recycled phone numbers and compromised digital identities.

Regarding service quality, the NCC has intensified its oversight of telecommunications operators. During the 95th Telecom Consumer Parliament in Lagos, Dr. Maida warned that failure to meet prescribed standards regarding reliable connectivity and transparent billing will result in regulatory sanctions. The Commission reported that approximately 75 million subscribers received airtime compensation under its Consumer Compensation Framework in 2026. Additionally, the NCC has engaged in stakeholder consultations with Airtel Nigeria and IHS Towers to address operational challenges and encourage infrastructure investment.
