Nigeria RMAFC fiscal and transparency reforms

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has undertaken several initiatives to reform Nigeria’s fiscal governance and transparency.

Initially, the commission completed a review of the national revenue allocation formula and remuneration for various office holders. This process led to the enactment of the Judicial Office Holders (Salaries and Allowances) Act, 2025, while reviews for executive and legislative remuneration reached advanced stages. The revenue allocation review was intended to establish a more equitable framework across all three tiers of government.

In August 2026, the RMAFC reinforced its commitment to extractive industry accountability through a meeting in Abuja with the Nigeria Extractive Industries Transparency Initiative (NEITI). RMAFC Chairman Dr. Mohammed Bello Shehu emphasized the importance of collaboration in data sharing, research, and revenue monitoring to enhance the management of natural resources. He also expressed support for NEITI’s international partners and capacity building in data verification.

Concurrently, the RMAFC has moved to strengthen local government administration by partnering with the Association of Local Governments of Nigeria (ALGON). Following recent Supreme Court rulings, the commission pledged to uphold local government autonomy and monitor disbursements from the Federation Account to ensure resources are used for grassroots development. During these discussions, officials also highlighted the necessity for local governments to increase internally generated revenue to decrease dependence on central allocations.
