Pakistan economic reforms and Dutch investment engagement

Overview

Pakistan is pursuing structural economic reforms and seeking to strengthen bilateral ties with the Netherlands. Finance Minister Muhammad Aurangzeb has focused on reforming the power sector to encourage private-sector participation in solar energy and battery storage systems, aiming to address grid-demand patterns and service quality.

In parallel, the government is engaging with Dutch business delegations, including the Founders Carbon Network, to foster investment in agriculture, housing, and emerging technologies. Minister Aurangzeb has emphasized a transition from economic stabilization toward export-led growth, noting that Pakistan’s foreign exchange reserves have reached $21.4 billion, which covers approximately three months of imports.

Expanding on these efforts, Aurangzeb met with a Dutch delegation led by the Founders Carbon Network and Dutch Ambassador Robert-Jan Siegert to promote business-to-business engagement and technology exchange. He noted that the country’s improving macroeconomic outlook provides a foundation for increasing productivity through private capital mobilization.

During the World Bank Group and IMF Annual Meetings in Bangkok, Aurangzeb met with officials from the IMF, the Multilateral Investment Guarantee Agency (MIGA), the Asian Infrastructure Investment Bank (AIIB), and the OPEC Fund. He reported significant progress, including three consecutive years of primary fiscal surpluses and a declining debt-to-GDP ratio. Discussions with the AIIB and OPEC Fund focused on power transmission projects and the M6 motorway.

Building on these discussions, Aurangzeb met with the International Finance Corporation (IFC) to focus on infrastructure financing, specifically regarding railway modernization, the Reko Diq project, and private sector engagement in the water and livestock sectors. Furthermore, Aurangzeb met with S&P Global Ratings to express Pakistan’s ambition to reach a “double-B sovereign credit rating,” following a successful $3 billion Eurobond issuance intended to reduce borrowing costs and restore investor confidence. He also engaged with U.S. officials to discuss bilateral economic cooperation, including trade frameworks and energy diversification.
